Outcome

At its June meeting, Council approved the development application for the development application for the use and works associated with manure bagging (‘Industry Noxious’) and green waste mulching (‘Industry Rural’) at Lot 4, 235 Boomerang Road, Oldbury, subject to conditions.

Background

The Shire has received a development application for Industry Noxious (sheep manure bagging facility) and Industry Rural (green waste collection). In summary the development application seeks approval to:

  • Operate a dry sheep manure bagging facility. Manure will be received between 1-2 times a week, packed/bagged on site until shipment.
  • Construct of a 5.7m x10.1m shed incidental with the facility which proposes production of approximately 400tonnes of product per annum.
  • In addition to sheep manure bagging, the application proposes selling of pre-bagged products that include soil conditioner, jarrah firewood, jungle mulch, dry chicken mulch, cow manure, barley straw, potting mix, pine bark mulch dry chicken mulch, bentonite and compost.
  • Construction of a 25mx25m impermeable floor/hardstand for the green waste facility.
  • Green waste mulched on site via a mulching machine situated on the handstand.
  • Mulch will be transported from site to a waste facility by a green waste truck.
  • No composting process will occur on site.
  • Business will not be open to public.
  • Maximum of two full-time staff employed on-site at any one time.
  • Operations hours will be Monday to Friday 7am to 5pm and Saturday 7am to 3pm.
