Tonkin Highway Extension - closure of Hopkinson Road

TONKIN HIGHWAY EXTENSION AND THOMAS ROAD UPGRADE (THETRU) PROJECT

In line with Section 3.50(4) of the Local Government Act 1995, the Shire of Serpentine Jarrahdale is giving notice of its intention to permanently close Hopkinson Road where it meets Thomas Road (both the north and south intersections) in Byford.

These closures are part of the Tonkin Highway Extension and Thomas Road Upgrade (THETRU) Project, which is being delivered by the Tonkin Extension Alliance.

As part of the THETRU Project, Thomas Road is being widened and duplicated between Kargotich Road and Alexander Road, including construction of a new grade-separated interchange at the intersection of Thomas Road and Tonkin Highway.

To facilitate these upgrades and maintain traffic flow during construction, temporary realignments of Tonkin Highway and Thomas Road are required. In conjunction with these works, the permanent closure of the Thomas Road/Hopkinson Road intersections (north and south) is proposed.

These closures are intended to:

• Improve long-term road safety
• Enhance network efficiency and traffic flow
• Support the effective operation of the future interchange.

Once implemented, Hopkinson Road will no longer connect directly to Thomas Road at either intersection.

Proposed Closure Details

• Location: Hopkinson Road (north and south of Thomas Road), Byford
• Proposed Closure Date: Monday 15 September 2025
• Purpose: Infrastructure realignment and safety upgrades associated with the THETRU Project.
