Why is the Shire engaging on this project?

    As the Byford Town Centre business area expands, so too does the need for customer parking. The Shire is engaging on this project to ensure this need is adequately managed into the future. The Planning & Development (Local Planning Schemes) Regulations 2015 Schedule 2, Part 9A Clause 77K requires the Shire to advertise a payment in lieu of parking plan as adopted.

    Who will be most affected by the plan?

    Developers, landowners and businesses who wish to develop in the Byford Town Centre.

    Does this mean the Shire is introducing paid parking?

    No. This plan relates to developers who are not able to provide all the parking required on their development site. Under the proposal, these developers would have to pay for additional parking bays to be constructed elsewhere in the town centre.

    Why aren’t the developers being forced to provide all of the parking they had initially planned for?

    In some instances it is better for the parking to be provided in areas of shared parking rather than on the developers lot/s due to the size, location or shape of the lot/s or other factors.

    The payment-in-lieu policy brings flexibility to parking arrangements allowing the parking to be provided elsewhere, where it would be more appropriate, being the side verge of George Street.

    Does the Shire have to use the money paid by developers to construct additional parking bays, or can it be used elsewhere?

    Under the proposed plan, the Shire can only use the funds received from developers for additional parking bays in George Street and for street trees along the existing shared path in the Byford town centre. 

    It would not be appropriate to use the payment-in-lieu of parking received from developments in the town centre for parking outside of the town centre.

    Is there a map showing the locations of where this parking will be provided?

    Yes. The map on page 3 of the Payment in Lieu of Parking Plan indicates that the additional parking will be provided on the side verge of George Street.

    Can I make a report/suggestion about parking in my neighbourhood?

    Yes. You are welcome to make a report or suggestion about parking throughout the Shire. You can submit these here

    Please note that a submission that is not directly related to this Payment in Lieu of Parking Plan may not be included in this specific report to Council, but any such submission will be considered on its merits, when received.

    How will my feedback be used?

    Feedback will be formally considered and will be used to modify the plan if the feedback identifies aspects that should be changed to improve the outcomes of the plan.

    Who will make the final decision on this project?

    The Shire Council makes the final decision in terms of Clause 77K of the Planning & Development (Local Planning Schemes) Regulations 2015 Schedule 2, Part 9A.
