    The relocation of the Shire of Serpentine Jarrahdale’s Library Service to Byford Hall has taken a significant step forward after the Serpentine Jarrahdale Council awarded the tender for the refurbishment of the hall to Solution4Building Pty Ltd.

    Works will be carried out in three stages with Stage 1 the refurbishment of the main hall, Stage 2 the refurbishment of public toilets and Stage 3 administration and car park works.

    In total the project is expected to cost $2.65 million, with Stage 1 fully funded through the Australian Government’s Local Road and Community Infrastructure (LRCI) Grant Program.

    The Shire has applied through Round 3 of the LRCI Grant Program to deliver the final stages of the project.

    Shire President Cr Michelle Rich said the awarding of the tender was an exciting milestone for the project.

    “The relocation of the Library will help increase our capacity to deliver events and programs for our growing community in a modern and contemporary setting,” Cr Rich said.

    “This aligns with our strategic objective of growing a connected, thriving, active and safe community, together.

    “We are extremely thankful to our local Federal Member for Canning, Andrew Hastie, and the Australian Government for the funding which has helped us to deliver this important community project.”

    Federal Member for Canning Andrew Hastie said it was exciting to see this crucial local project funded by the LRCI program.

    “The relocation of the SJ Library to Byford Hall is one of more than 5,800 projects funded across the country through the LRCI program,” Mr Hastie said.

    “This program is all about enabling projects that support local communities. Here in SJ that means making the Library — an important local service — more accessible to more people.

    “It builds on record funding that the Commonwealth Government has committed to projects in SJ in recent years. As our region continues to grow, I am determined to make sure people have good access to local facilities and services.”

    Stage 1 works are scheduled to be complete by April 2022, and Stage 2 and 3 works expected to be completed the following month.

    The Shire of Serpentine Jarrahdale Council endorsed the new concept design for Byford Hall to accommodate the Shire’s Library Services at its June Ordinary Council Meeting.

    Three concept plans for the new layout of the hall were developed following community feedback in April and were subsequently released for community consultation.

    Following the community consultation, Council resolved to proceed with Concept Design Option 2.

    This option will allow for minimal change to the building footprint and offers improved functionality of multipurpose meeting spaces, work rooms and planning areas.

    The endorsed concept design will now progress to the detailed design phase.

    Funding to deliver the upgrades to Byford Hall will be considered as part of the Shire’s 2021/22 Budget.

    Residents will soon be able to access an enhanced library facility when the Shire of Serpentine Jarrahdale library services relocate to Byford.

    At a Special Council Meeting on Monday, 29 March, Council approved the relocation of the Shire’s library services to Byford Hall.

    Shire President Cr Michelle Rich said the current library facility at Mundijong was overcapacity and meant that it was unable to cater for future growth and expansion required to support the Shire’s growing population.

    “At the Mundijong Public Library building there is limited space for additional stock, technology and community meeting rooms,” Cr Rich said.

    “The library regularly reaches capacity for programs and events, which means they are often delivered off-site or at a reduced capacity and there is limited space available for community members or groups to meet within the building.

    “By moving the library services to Byford Hall it will provide greater access to a majority of the Shire’s population, allow for additional books and resources, improved spaces and technology and the opportunity for customer service functions and co-working spaces to be provided.

    “We will also investigate providing a weekly mobile library service that would visit other localities throughout the Shire including Mundijong, Serpentine and Jarrahdale.

    “Opportunities for community input to help shape the delivery of the Shire’s library services, both at the new location at Byford Hall and through a mobile service, will be provided in the coming weeks.”

    Cr Rich said the Council recognised that the decision to relocate the Shire’s library services will impact current library users, hirers and users of Byford Hall and the broader community.

    “The Shire is committed to working with existing hirers of Byford Hall to assist them in identifying alternative facilities to continue their programming and activities,” Cr Rich said.

    “The Shire will meet with each current facility hirer of Byford Hall to understand their requirements and explore any relocation assistance, financial assistance by waiving or discounted fees, and any potential upgrades that may be required to alternative facilities.

    “This will then be presented back to Council in May for its consideration.

    It is anticipated the relocation of the Shire’s library services to Byford Hall will occur by December 2021.
