A new chapter has commenced for the Serpentine Jarrahdale Library Service after it opened the doors from its new location in Byford.

A $2.65 million refurbishment, fully funded through the Australian Government’s Local Road and Community Infrastructure (LRCI) Grant Program, has been carried out at the former Byford Hall building transforming the facility in to a modern, contemporary library.

Refurbishment works included upgrades to the interior of the building, public toilets and public car park, while the surrounds of the building, including the gardens and playground, received significant landscaping improvements as part of the Shire’s planned 2021/22 maintenance works.

New multipurpose meeting spaces will provide the perfect space for the SJ Library Service to continue to deliver its vast range of much-loved community programs.

Shire of Serpentine Jarrahdale President Cr Michelle Rich thanked the Australian Government for the LRCI funding.

“Thank you to the Australian Government and the funding provided through their LRCI Grant Program which has helped us deliver our community a modern and contemporary library service,” Cr Rich said.

“It’s wonderful to see this new and reinvigorated SJ Library Service location open its doors to our community.

The relocation of the Shire of Serpentine Jarrahdale’s Library Service to Byford Hall has taken a significant step forward after the Serpentine Jarrahdale Council awarded the tender for the refurbishment of the hall to Solution4Building Pty Ltd.

Works will be carried out in three stages with Stage 1 the refurbishment of the main hall, Stage 2 the refurbishment of public toilets and Stage 3 administration and car park works.

In total the project is expected to cost $2.65 million, with Stage 1 fully funded through the Australian Government’s Local Road and Community Infrastructure (LRCI) Grant Program.

The Shire has applied through Round 3 of the LRCI Grant Program to deliver the final stages of the project.

Shire President Cr Michelle Rich said the awarding of the tender was an exciting milestone for the project.

“The relocation of the Library will help increase our capacity to deliver events and programs for our growing community in a modern and contemporary setting,” Cr Rich said.

“This aligns with our strategic objective of growing a connected, thriving, active and safe community, together.

“We are extremely thankful to our local Federal Member for Canning, Andrew Hastie, and the Australian Government for the funding which has helped us to deliver this important community project.”

Federal Member for Canning Andrew Hastie said it was exciting to see this crucial local project funded by the LRCI program.

“The relocation of the SJ Library to Byford Hall is one of more than 5,800 projects funded across the country through the LRCI program,” Mr Hastie said.

“This program is all about enabling projects that support local communities. Here in SJ that means making the Library — an important local service — more accessible to more people.

“It builds on record funding that the Commonwealth Government has committed to projects in SJ in recent years. As our region continues to grow, I am determined to make sure people have good access to local facilities and services.”

Stage 1 works are scheduled to be complete by April 2022, and Stage 2 and 3 works expected to be completed the following month.

The Shire of Serpentine Jarrahdale Council endorsed the new concept design for Byford Hall to accommodate the Shire’s Library Services at its June Ordinary Council Meeting.

Three concept plans for the new layout of the hall were developed following community feedback in April and were subsequently released for community consultation.

Following the community consultation, Council resolved to proceed with Concept Design Option 2.

This option will allow for minimal change to the building footprint and offers improved functionality of multipurpose meeting spaces, work rooms and planning areas.

The endorsed concept design will now progress to the detailed design phase.

Funding to deliver the upgrades to Byford Hall will be considered as part of the Shire’s 2021/22 Budget.

Residents are invited to have their say on three concept designs for Byford Hall to accommodate the Shire’s Library Services.

The three concept plans have been developed following community feedback in April about the opportunities for the Shire’s Library Services in a refreshed setting at Byford Hall.

Shire President Cr Michelle Rich said the community identified customer service, spaces for programs, events and collections, technology, community meeting spaces, variety of furniture and accessibility as important design and layout considerations for the new facility.

“The three concept designs each demonstrate the different levels of improvements being considered for Byford Hall, from amenities, meeting rooms, co-working spaces and floor layout,” Cr Rich said.

“Before Council make a decision on which concept design to progress to the detailed design phase and set a budget for this project, we are seeking the community’s feedback on their preferred option.”

The Shire’s updated Community Infrastructure Development Contribution Plan (CIDCP), which will help fund the Shire’s new library and multi-purpose facility, has identified that a new facility will not be delivered until at least 2032.

“In relocating the Shire’s library services to Byford Hall, we are encouraging the community to think about which concept design will support the provision of library services for our community for at least the next 10 years,” Cr Rich said.

Residents can view the three concept designs and provide feedback via an online survey at www.yoursaysj.sjshire.wa.gov.au/libraryservices

Public feedback opened on Tuesday, 1 June 2021 and closes at 9am Tuesday, 8 June 2021.

Community feedback will be considered as part of an officer’s report to Council at its June Ordinary Council Meeting.

Funding options for all three concepts will also be presented as part of the report to Council, which includes concept designs being delivered entirely through grant funding, some with grant funding and a Shire contribution as well as a staged delivery.

Council will make the final decision on which concept design to progress to the detailed design phase.
