What is a Master Plan?

A master plan is a coordinated and planned approach to the future development of each facility on Shire owned / managed land. The document produced through this process will also allow the Shire and user groups to advocate and apply for funding to support the development identified.

It will also include a gap analysis of all equine facilities available in the Shire, including Shire managed, State Government managed and privately owned facilities, to best understand the current facility provision and future needs in order to adequately support equine disciplines in the Shire.

Why is the Shire developing an Equine Facilities Master Plan?

Through working with the Shire of Serpentine Jarrahdale Equine Advisory Group, the Shire has been made aware of the need to consider the planning for a future multidisciplinary equine facility in the shire.

Recently the Shire has been approached by equestrian groups and facility users in relation to future needs and development opportunities on existing sites, as well as concerns about availability of equine facilities and the impact of overuse of these facilities.

Who is developing the Equine Facilities Master Plan?

The Shire has engaged Community Planning Consultants, CCS Strategic to undertake the project.

What Shire equine reserves / facilities are being included in the Equine Facilities Master Plan?

    • Tallagandra Reserve - Lot 1357 Coffey Road, Serpentine
    • Serpentine Sports Reserve - 1432 Karnup Road, Serpentine
    • 467 King Road, Oldbury
    • 88 Gossage Road, Cardup
    • 70 Acres Darling Downs

Who will approve the Equine Facilities Master Plan?

Council will approve the Equine Facilities Master Plan once consultation with the community and key users of Shire facilities has been concluded.

How will the Equine Facilities Master Plan be used once it is endorsed?

The expected outcomes of the Equine Facilities Master Plan project are:

    • Provide a planned approach to the future development of each facility on Shire owned / managed land.
    • Provide an understanding of what State and privately owned facilities can contribute to the equine community now and into the future.
    • Identify the potential for alternative parcels of land to be used for equine purposes.
    • Identify the facilities to be included in a multidisciplinary equine facility and the timing of the delivery of such a facility.

The Master Plan will greatly benefit Clubs, organisations and the Shire to advocate and apply for funding to support the development identified.

Why is the Shire engaging with the community on the Equine Facilities Master Plan?

Serpentine Jarrahdale is Western Australia’s primary equine community and is experiencing increasing demand for the equine lifestyle in the Shire, through residential relocation and increasing demand for Shire, State and privately owned equine facilities.
