Background

The application seeks approval for a facility that would recycle unused material, principally consisting of fill and construction and demolition waste into reusable products. The application details that specifically, the types of material received would be:

• “Excess fill (clean fill) from development sites (single house, outbuildings);

• Construction and demolition material that is free of asbestos and any other contaminated material;

• Any other solid material that is non-toxic, hazardous or putrescible; and

• An incidental portion of trees and vegetation from site cleanups and predevelopment siteworks.”

• An incidental portion of trees and vegetation from site cleanups and predevelopment siteworks.”

The layout of the facility would be divided into three different areas; incoming material stockpiles, screening/processing area and outgoing stockpiles. A front-end loader and/or excavator is proposed to be used to transport the materials within the site. The maximum height of stockpiles would be 5m. Hours of operation are proposed Monday to Friday from 7:00am to 5:00pm and Saturday 7:00am to 12:00pm.

The facility would employ two staff members, and the saleable products recovered from the process would be delivered off site using two rigid trucks (22.5t) and one semi-truck (42.5t). No members of the public or customers are proposed to attend the site. Traffic generation is anticipated to be on average 10 movements per day (five in and five out).
